Crystal Crawford brings over 30 years of municipal and public agency law experience to Devaney Pate Morris & Cameron (DPMC).  Her practice focuses primarily on public entity, municipal law, and government relations.

Over the course of her impressive career, Ms. Crawford has worked in all aspects of local and government and policy making, including service as legal counsel to cities, agencies, special districts, and as an elected official. Ms. Crawford served as a councilmember and three-term mayor in the City of Del Mar where she was known for her interests in energy, water, and sustainable practices.  She was responsible for the oversight of the City’s finances, land use and open space planning, and representing the City on local and regional boards and committees including SANDAG (the San Diego Association of Governments) and the San Dieguito River Valley JPA (joint powers authority). As Mayor, Ms. Crawford represented the City in negotiating purchase of the last remaining open space from the local school district and the potential purchase of the Del Mar Fairgrounds from the State. Ms. Crawford represented SANDAG on the California Biodiversity Council and Chaired the SANDAG Borders Committee at its inception.

Ms. Crawford has extensive experience in Government Affairs and Program Development and previously directed the development and implementation of public-private partnerships for the financing of energy efficiency programs for hundreds of communities across California and other states.

Ms. Crawford has been a licensed attorney since 1986. Originally from Louisiana, Ms. Crawford moved to San Diego and earned her J.D. from the University of San Diego School of Law. Ms. Crawford obtained a B.S. from Louisiana State University.

In her spare time, Ms. Crawford enjoys traveling, kayaking and hiking and often leads public hikes.  She is President of her homeowners’ association and serves as a member of the San Diego River Valley Conservancy Board.
